What is a Material Safety Data Sheet (MSDS)?

A Material Safety Data Sheet (MSDS) is a written or printed document created to provide information about possible hazards of chemicals and the precautions one can take to minimize hazardous exposures and to ensure overall safety and health, during all stages of manufacturing, storage, use, and disposal of chemicals. In addition, MSDS also provides important regulatory information.

Regulations Requiring Compilation of MSDS

The regulations or directives which require the compilation of MSDSs are 1. OSHA’s Hazard Communication Standard, (29 CFR 1910.1200). 2. The Chemical Hazard Information and Packaging for Supply (CHIP) Regulation and 3. European Directive on Dangerous Substance (67/548/EEC) and the Dangerous Preparation (99/45/EC). The Annex of European Directive 2001/58/EC, entered into force on July 30, 2002, provides in-depth guidance on the compilation of an MSDS.

Who Can Compile an MSDS?

Anyone can compile an MSDS. Whether one has the expertise to produce an accurate and complete MSDS is another matter. One can simply fill in the OSHA required “Elements” and develop an MSDS. Inaccurate or incomplete MSDSs usually go undetected until there is an accident involving chemical(s) exposure which may trigger an investigation.
